Forum Overview

The Steering Committee welcomes 48 leading lawyers in the U.S. infrastructure sector to discuss current developments and trends, with a focus on both legal and broader market perspectives. Participants include senior counsel from private law firms, in-house legal teams, the public sector, and procuring authorities.

 

Using candid, seminar-style discussion, the group shares experiences from their varied jurisdictions and engages in meaningful dialogue on the most pressing issues facing the industry.

Anita Girdhari Partner / New York   Anita Girdhari is a partner in the New York office of Gibson, Dunn & Crutcher. She is a member of Gibson Dunn’s Projects and Infrastructure, Capital Markets, Latin America, and Power and Renewables Practice Groups.   Ms. Girdhari’s practice focuses on infrastructure projects, with substantial experience in public-private partnerships and related concessions or leases of infrastructure assets between public grantors and private sector developers and operators, with particular expertise in transportation infrastructure, including roads, bridges, airports, ports and rail assets, social infrastructure, water assets, digital infrastructure and renewable energy. She also routinely advises on related agreements including design and construction contracts, O&M agreements, interface arrangements and services contracts. Ms. Girdhari also has significant experience working with private and bi-lateral arrangements in this space as well. Her experience covers project procurement, concession and lease documentation, and project finance, including various forms of project bonds and loan financings, as well as secondary market acquisitions and divestiture transactions. She also handles disputes, terminations and ongoing corporate governance for the portfolio companies and sponsors. She also has significant regional expertise working on various types of financing transactions in Latin America.   Ms. Girdhari is globally and nationally ranked Band 2 in Projects: PPP by Chambers and Partners and is described as “incredibly incisive and focused,” “really diligent, thoughtful and super responsive,” and notes that she “does a great job at cutting through the difficult issues.” She has been named a Law360“Rising Star” in the areas of Project Finance and Transportation.   Prior to joining Gibson Dunn, Ms. Girdhari was an associate at White & Case.   She graduated from New York University School of Law in 2005 and from Macalester College in 2002. She is fluent in Spanish.

Mr. Judah Gluckman is an attorney with experience serving public and private sector clients across infrastructure sectors, with expertise in public-private partnerships (P3), real estate, and economic development, including policy and program development, procurement, and implementation phases. 

 

He currently serves as the Commercial Director for Amtrak’s $6 billion Frederick Douglass Tunnel Program, that will modernize a critical bottleneck in the Northeast Corridor. Prior to that, he advised public and private sector clients on a range of alternative delivery projects in the transportation, energy and real estate sectors as a Vice President in WSP’s Advisory Services group. Prior to WSP, Judah worked for the District of Columbia government, where he served as Deputy Director and Counsel of the Office of Public-Private Partnerships, an agency he helped create as principal drafter of its enabling legislation and grew from a staff of two to eight with a pipeline that includes a smart lighting network, joint development projects, and many other assets. Before standing up Office of Public-Private Partnerships, he was Deputy Director in the Office of Policy and Legislative Affairs for Mayor Muriel Bowser, where he drafted regulations and implemented policies regarding a range of transportation, real estate, and other matters. 

 

Judah also served as the Mayor’s principal staffer when she served on the WMATA Board and sat on the jurisdictional coordinating committee (JCC). Prior to joining the government, he worked on telecommunications regulatory matters and appellate litigation for Kellogg, Huber, Hansen, and Todd, Evans and Figel. He served as a Metcalf Policy Fellow and Assistant to the Chief of Staff for Chicago Mayor Richard M. Daley. When he is not serving clients on critical infrastructure projects, he teaches a graduate-level course on public-private partnerships at the American University School of Public Affairs and is President Emeritus of the Young Professionals in Infrastructure (YPI).

Mark has over seven years of P3 transportation experience both at the developer level and the concession level. He spent three years at Cintra US working on business development and global developer services issues, focused on tolling. After working in project procurement for Cintra’s US headquarters, Mark represented the Developer in the NCDOT I-77 HOT Lanes Project during the construction and ramp-up phases. Mark helped navigate the project through sixteen change orders, eight amendments, and one lawsuit. While some construction work is still being performed, the project is open to the public and providing transportation choices for North Carolina motorists. With this milestone, Mark has recently returned to Cintra US in the business development space. 

Prior to working for Cintra, Mark represented corporate M&A and private equity clients.
